PRAR Local Government Watch: What REALTORS® Need to Know This Week
Local government decisions continue to shape housing, development, infrastructure, and property rights across York, Lancaster, and Chester Counties.
This week, the strongest REALTOR®-relevant issues include Lancaster County’s major Unified Development Ordinance reaching second reading, Rock Hill and Fort Mill holding important local government meetings, and Chester County continuing its zoning and planning activity.
As always, PRAR is separating confirmed information from proposals and upcoming decisions so members can quickly understand what has changed and what is still moving through the public process.
Lancaster County: Unified Development Ordinance Reaches Second Reading Tonight
Lancaster County Council is scheduled to consider second reading of the proposed Unified Development Ordinance, or UDO, tonight at 6:00 p.m.
The County describes the rewrite as the second phase of a broader update to its development regulations. A stakeholder committee representing business, planning, citizen, development, and design interests has participated in the process, and the County has divided the rewrite into several modules covering multiple chapters of the UDO. Lancaster County
The proposed ordinance remains under consideration and has not yet received final approval.
Why It Matters to REALTORS®
Few local ordinances have a broader potential effect on real estate than a UDO.
It can influence:
- What types of housing can be built
- Density and subdivision design
- Development standards and timelines
- Infrastructure requirements
- Land values and redevelopment potential
- Private property rights
- Housing supply and affordability
For REALTORS® working with land, builders, investors, sellers, or buyers considering development potential, this is an important issue to follow before the ordinance becomes final.
Rock Hill: City Council Meets Tonight as Growth and Infrastructure Remain Key Issues
Rock Hill City Council is scheduled to meet tonight at 6:00 p.m., following a Citizens Hearing at 5:30 p.m. City of Rock Hill
Rock Hill continues to be one of the most active growth areas in the PRAR region, with ongoing conversations surrounding development, infrastructure, zoning, and the cost of accommodating new growth.
Because local decisions can move quickly from planning discussions to Council action, PRAR will continue watching tonight’s meeting and future agendas for items that may affect housing, development, private property rights, and the cost of doing business in real estate.
Why It Matters to REALTORS®
City Council decisions can affect zoning, infrastructure investment, development standards, utilities, transportation, and public services.
For REALTORS®, these issues can ultimately influence:
- Housing inventory
- Development costs
- Property values
- Neighborhood growth
- Buyer affordability
- Commercial and residential opportunities
Understanding what is being discussed at the local level helps members better understand where the market may be headed.
Fort Mill: Town Council Workshop Focuses on Future Planning
Fort Mill Town Council is scheduled to hold a workshop tonight from 6:00 to 8:00 p.m. at Town Hall. fortmillsc.gov
The Town has also posted an October 12 Council agenda through its official Agenda Center. fortmillsc.gov
Fort Mill recently transitioned out of a temporary development moratorium and adopted a new zoning code, making current Town policies and future planning discussions especially important for property owners and real estate professionals.
Why It Matters to REALTORS®
Fort Mill continues to experience significant growth, and decisions involving zoning, utilities, infrastructure, and development standards can directly affect how and where additional housing and commercial development occurs.
Members working with property in Fort Mill should be especially careful to verify current zoning and development requirements because the Town is now operating under a newer regulatory framework.
Chester County: Zoning Activity Continues This Week
Chester County’s Zoning Board of Appeals is scheduled to meet Tuesday, October 13 from 6:00 to 8:00 p.m. Chester County, SC
The Zoning Board of Appeals has authority to hear appeals involving zoning-administration decisions and to consider certain special exceptions and variances under County zoning regulations. Chester County, SC
Chester County’s next Planning Commission meeting is scheduled for October 20, followed by continued land-use review throughout the fall. Chester County, SC
Why It Matters to REALTORS®
Zoning variances, special exceptions, and appeals can affect how an individual property may be used, developed, or redeveloped.
These cases are often very property-specific, but they can also signal broader development trends or issues that may eventually affect surrounding properties.
For REALTORS® working with land or clients considering a property’s future use, zoning verification remains an important part of due diligence.
Rock Hill: Southside Regional Park Community Meeting Set for October 15
Rock Hill is also holding a Southside Regional Park Community Meeting on October 15 at 6:00 p.m. City of Rock Hill
Public investment in parks and community amenities is part of the broader infrastructure picture that accompanies residential and commercial growth.
Why It Matters to REALTORS®
Parks and public amenities can influence neighborhood desirability, quality of life, redevelopment opportunities, and surrounding property values.
While individual buyers may value amenities differently, REALTORS® benefit from understanding where significant public investment is planned and how it may connect to future community development.
The Bigger Picture: Local Growth Decisions Are Connected
The issues being discussed this week may appear different, but they all connect back to one central question:
How will our communities grow—and what rules and infrastructure will shape that growth?
Lancaster County is considering a major rewrite of its development regulations. Rock Hill continues to manage growth and infrastructure needs. Fort Mill is operating under a new zoning framework. Chester County continues to process zoning and development matters.
For REALTORS®, these decisions can affect:
- Housing supply
- Housing affordability
- Private property rights
- Development opportunities
- Infrastructure
- Property values
- Land use
- Economic growth
That is why PRAR continues following these issues before they become final policy.
The Bottom Line for PRAR Members
Local government activity does not always make major headlines, but it can have a significant impact on real estate.
A zoning ordinance can change what can be built. A development standard can influence costs. Infrastructure investment can open new areas for growth. A variance can affect a specific property. And long-range planning can shape development for years to come.
PRAR will continue monitoring York, Lancaster, and Chester Counties with particular attention to housing supply and affordability, private property rights, zoning and land use, infrastructure, taxation, development costs, and responsible regional growth.
Our goal is to help members understand what is happening, why it matters, and where the REALTOR® voice may be important.
Real estate is local. Your REALTOR® Association is paying attention.
